On October 27th, New York’s Governor Kathy Hochul announced the nation’s first digital health credential blueprint for states. Excelsior Pass Blueprint will allow different states or entities to issue SMART health care cards issued through a shared set of standards. The Blueprint serves as a step-by-step guide to assist governments and advance compatible COVID-19 vaccine credential systems to increase economic activity across the nation in a safe and secure manner.
New York State was first in the nation to launch a proof of COVID-19 vaccination pass system; and now more than six million Excelsior Passes have been distributed to individuals! Building off the Excelsior Pass solution came Excelsior Pass Plus and the Excelsior Pass Scanner app for businesses.

New York residents may sign up for Excelsior Pass and Excelsior Pass Plus here. After signing up, residents may print their Excelsior Pass and Excelsior Pass Plus directly from the web portal and / or store their passes on their smartphone device wallet applications for easy vaccination verification.
