William F. Flynn
Strategic Security Advisor

William F. Flynn serves as a Strategic Security Advisor to RedLand Strategies and serves a variety of clients on issues related to Homeland Security and Infrastructure Security and Resilience.

Prior to joining RedLand Strategies, Mr. Flynn was the Principal Deputy Assistant Secretary of the U.S. Department of Homeland Security's Office of Infrastructure Protection, where he led the coordinated national effort to reduce risk to our nation's critical infrastructure posed by acts of terrorism, and increase the nation's preparedness, timely response, and rapid recovery in the event of attack, natural disaster, or other emergency.

As a member of the Senior Executive Service Mr. Flynn developed several successful security programs in support of law enforcement and the private sector, including the Protective Security Advisor program, Regional Resiliency Assessment Program, and the Office for Bombing Prevention's online Technical Resource for Incident Prevention (TRIPwire). His responsibilities include analysis of the nation's highest risk assets, coordinating IP's response to all hazard incidents and developing national risk mitigation strategies for critical infrastructure.

He played a key leadership role as a member of the Homeland Security Intelligence Council, C-IED Executive Steering Committee, Counterterrorism Advisory Board, Fusion Center Executive Steering Committee, co-chair of the International Critical Infrastructure Working Group and co-chair of the Special Events Working Group.

In November 2012, he was nominated by the Secretary of Homeland Security and selected to chair the North Atlantic Treaty Organization's (NATO) Industrial Resources and Communication Services Group responsible for coordinating and monitoring national and NATO arrangements for civil emergencies, crisis management and critical infrastructure protection. During his tenure with the Department of Homeland Security, he received numerous awards including the 2004 Secretary's Excellence Award, the 2008 National Protection and Programs Directorate Management Award, the 2012 NPPD Outstanding Achievement Award, the 2012 Director of National Intelligence Meritorious Unit Citation, and the 2014 prestigious SES Presidential Meritorious Rank Award.

Mr. Flynn joined the federal government in January 2004 after 24 years with the NYC Police Department where he headed the bureau responsible for the Automated Fingerprint Identification System, as well as the security and chain of custody for all evidence, including narcotics, firearms, and hundreds of millions of dollars in currency. On September 11, 2001, he responded to the terrorist attacks on the World Trade Center and in the months following the attack, he was in charge of the collection and custody of recovered evidence and property, the biometric identification of recovered victims, the deployment of emergency response equipment, and security for emergency services critical infrastructure. After 9-11, he brought in the U.S. Naval War College for a series of exercises leading to the creation of the first NYPD Continuity of Government plan.

Mr. Flynn is also a retired Captain with over 35 years of active duty and reserve service in the U.S. Navy, with deployments to the Middle East, Southwest Asia, and the Philippines. In 2004 he was selected by U.S. Pacific Command to lead a military delegation to North Vietnam. He holds a Baccalaureate degree in Criminal Justice from St. John's University and a Master's degree in Organizational Psychology from Columbia University His active affiliations include – ASIS International, International Association of Chiefs of Police, Overseas Security Advisory Council, Domestic Security Advisory Council and the Stadium Managers Association.
